Karl fixed the bug in texinfo.tex that prevented clicking on an
inter-file link to a PDF with an underscore in the name (like
gnat_rm.pdf).

I would like to update gcc/doc/include/texinfo.tex, but did not see
the file listed in codingconventions.html as free game.

So, ok to update codingconventions.html as below, and ok to update
texinfo.tex, 4.4 and 4.3 branch?

I think both the update and the addtion to codingconventions.html are
fine.  Any objections, Joseph?

It seems fine with me; I was already thinking of texinfo.tex as under the 
rules for importing externally maintained files, even if not explicitly 
listed.  (Updates to texinfo.tex should of course be tested with "make 
dvi" or "make pdf".)
