Further progress, this patch now passes bootstrap/regtest on x86_64-linux.

As I've mentioned before, wide_int still allocates based on precision, not
on actual needed length (while widest_int allocates on needed length) and
the patch as is seems to do the very large allocations in various cases
even when no _BitInt is every parsed in the source.

To see how often does that happen, I've applied the first attached
incremental patch as a hack to gather statistics on such allocations and
then (in the same patch) attempted to tweak the largest offenders.
The most common problem with huge (usually exactly 510 limbs) allocations
has been because 5 spots in the sources do force_fit_type (type, wi::to_widest
(some_tree), ...), with a comment that it wants to ensure it is sign or zero
extended properly according to the original sign.  I've used
force_fit_type (type, wide_int::from (wi::to_wide (some_tree),
MAX (TYPE_PRECISION (type), TYPE_PRECISION (TREE_TYPE (some_tree))),
TYPE_SIGN (TREE_TYPE (some_tree))), ...);
for that instead - force_fit_type takes const wide_int_ref &, so for
widest_int something with the 32640 bit precision but which wants to create
wide_int rather than widest_int as unary/binary operation result and that
is why when trying to wi::ext it we allocate large vectors.  I think
maximum of the two precisions is all we need.

Another problem was with bit ccp TRUNC_DIV_EXPR UNSIGNED handling,
for some reason the widest_int mask is often sign-extended rather than
zero-extended and trying to udiv_trunc something wi::neg_p results again
into 510-ish limbs.  I think just zero extending it before division like
we e.g. do for arithmetic right shift is the right thing.

With that, on make -j32 -k check-gcc I only saw allocations in _BitInt
tests, and except for the newly added bitint-38.c test which tests
unsigned _BitInt(16319) everything was quite small.

So perhaps with cleaning up the force_fit_type+tree-ssa-ccp.cc hunks
of the hack patch we could get away with wide_int doing precision based
allocations.

Another thing is that I've added #pragma GCC diagnostic to wide-int.h
to workaround PR111715 false positive warnings on tree-affine.o.
The second attached patch (just compile tested) removes those pragmas
again and adds a short hack where we know that write_val for widest_int
was passed exact length rather than approximate upper bound and so we don't
need to do anything at all in set_len.
