Correct the name of the `-mriscv-attribute' invocation option, including
a typo in the negated form.
gcc/
* doc/invoke.texi (Option Summary): Fix `-mno-riscv-attribute'.
(RISC-V Options): Likewise, and `-mriscv-attribute'.
