Disable constant pool for nvptx

	PR target/79939
	* config/nvptx/nvptx.c (nvptx_cannot_force_const_mem): New function.
	Return true.
	(TARGET_CANNOT_FORCE_CONST_MEM): Redefine to
	nvptx_cannot_force_const_mem.
