This patch implements target feature macros when PACBTI is enabled
through the -march option or -mbranch-protection.  The target feature
macros __ARM_FEATURE_PAC_DEFAULT and __ARM_FEATURE_BTI_DEFAULT are
specified in ARM ACLE
