Bootstrapped / tested on x86_64-unknwon-linux-gnu, applied.

	* dbgcnt.def (ivopts_loop): Add.
	* tree-ssa-loop-ivopts.c (tree_ssa_iv_optimize): Check
	ivopts_loop before optimizing a loop.
