OK. I'll note that we have #pragma GCC vect set force_vectorize as well so we'd eventually want the cost model to be used stored in struct loop? I suppose different -fvect-cost-model settings also prevent inlining at the moment (and we could likely handle more opt settings as to be reflected into struct loop to lessen issues like that).
