Use NO_INSERT to test whether inserting should be attempted.
Regstrapped on x86_64-linux-gnu. Ok to install?
for gcc/cp/ChangeLog
* constraint.cc (normalize_concept_check): Use NO_INSERT for
pre-insertion check.
