Configure should not find "cpp" itself, it should use the
-E flag of the compiler, e.g. "cc -E". There is not enough
information about how GCC was configured to diagnose this.
This can depend on environment variable in the user
environment. One important step is ensuring that CC=cc
and not "xlc" or any other name for the compiler.
