 If "this is by design" then this should be reflected in the documentation.
 The documentation still states that /usr/local/include will be searched in
 any case.
 When was this change introduced ? Until 2.95.2 all gcc version used
 /usr/local/include.
 Now compiling nearly every source code fails with 2.95.3 just because
 /usr/local/include has been removed for some reasons. Please explain this
 design descision.
