     I investigated this.  My advice is based on Jeff Law's
     experience with HP-UX and its make utility.

     The problem is most probably caused by the use of HP-UX's
     make, which has a tendency to remake things that shouldn't be.
     
     Advice is to use GNU-make.

     of commands you issued to arrive at the problem.
     
     Hint: It might be wise to switch to 2.95.3 which has been
     released in the mean time.
