State-Changed-Why:
    The difference is that GCC 3.0 is the first release of GCC with an integrated preprocessor.  The compilation driver (gcc) expects cc1 to be able to preprocess the code now, but cc1s of older releases can't do that, so compilation fails.  -V works only as long as the interface of the compile passes remain the same.
