(2) Create a ChangeLog entry in a format similar to http://www.gnu.org/software/changelogs/gcc/gcc-3.0/gcc/ChangeLog (3) Submit your patch to gcc-patches@gcc.gnu.org where it will enter the queue of patches to be evaluated for gcc.
