i686-pc-cygwin host, clipper-intergraph-clix target

When attempting to build the above configuration, the build process aborts trying to "build" ginclude/va-clipper.h. This file is required by config.gcc:670, as an "extra_header"

Try to build with --target=clipper-intergraph-clix.
