 Tom,
 
 toplev.c already includes intl.h which has:
 
 #ifdef HAVE_LOCALE_H
 # include <locale.h>
 #endif
 
 If the configure script did not correctly detect
 locale.h on the system, then that might cause
 problems.  I'm wondering, is this a repeat of the problems
 you saw in:
