	libstdc++-v3 fails to build when msgfmt not installed.  I get
"msgfmt: Command not found".  My understanding is that it should build
properly in the absence of this utility, like gcc does. (I am using a
fresh Linux install with no gettext.  Installing gettext should fix for me.)
