 By "international text language", I assume you mean non-ascii
 characters in some encoding like Latin-1.
 
 Please read the `Encodings' node in the gcj manual.
 It should explain what you need to know.  If you find this section
 obscure or confusing, send email with details about what needs
 clarification and we'll try to fix it up.
 
 If you've already read this, then please tell me exactly what you
 tried and exactly what error message you got.  Without that
 information I can't really help.
 
 At some point I'll close this PR.  I'm guessing this isn't a bug.
