    ICE reproduced in gcc 3.0.4 and gcc 3.1.
    
    This is illegal code.  Compiling with the Digital Unix
    C++ compiler:
    cxx: Error: a.cc, line 2: data member initializer is not allowed
    { const static char bar[] = { -1 }; };
    --------------------------^
    cxx: Info: 1 error detected in the compilation of "a.cc".
    
    It would be nice if gcc did not ICE, though.
