The problem is this rule in ada/Makefile.in:
.ads.o:
        $(ADAC) -c $(ALL_ADAFLAGS) $(ADA_INCLUDES) $<
It includes ALL_ADAFLAGS, which includes T_ADAFLAGS, but
T_ADAFLAGS is only for the target.
