    I have some rememberance of N32 implying MIPS III and
    N64 implying MIPS IV.  If correct, this is a non-bug.

 This is not correct.  Most -64 systems are also -mips4, but there are a
 couple exceptions: the original R4400 based Onyx and Challenge systems
 are two.  Those systems support -64, but only -mips3.
