 Note that a call such as
  int main() {
    X<2> x;
    bar<2>(x);
  }
 
 or
  int main() {
    X<2> x;
    foo<2>(x);
  }
 
 works as expected. So it's an issue with the binding of the name 'bar', but 
 not with the binding of the names 'bar<...>'.  Dunno if this helps.
