This one's rather funny (and was much simpler to reduce).
We ICE on a function that's essentially empty:
---------------------------------------template <int N> void foo () {
  int i;
  switch (i) {
    case 1:
          switch (N) {}
    default: ;
  }
}

template void foo<1> ();
---------------------------
