Why don't you try "m68k-rtems-objdump --output-target=ieee fred.x fred.ieee"

It should work but I have only tried it on SRECs or binaries.

Part of binutils, `objcopy --target=ieee', does ieee 695.

IEEE 695 is supported by BFD.  You should be able to use objcopy to
convert coff to ieee.
