Here is another idea.  When a distribution contains non-source files,
the makefile rules for these targets could be designed to check
checksums of them and the sources they were made from.  If these show
that a certain target file and the relevant sources are all unchanged
from the distribution versions, the rule would either do nothing, or
just touch the output file.
