A repost of the significant bits of a patch to get libio
to work out of the box for Red Hat 4.2 on Alpha.

I also changed the <bits/*-lock.h> stuff, since all we
really have to do for glibc 2.0 is check __GLIBC_MINOR__.
Why, exactly, weren't we doing this before, but playing
with files instead?  Would someone running glibc 2.0.5 on
not-alpha give this a whirl to verify that it works?
