The DECL_SAVED_TREE approach is probably harder because the block tree
is not so clearly encoded there.

Is note_outlining_of_inline_function being called?  It looks like:

  note_outlining_of_inline_function (fndecl)
       tree fndecl;

  #ifdef DWARF2_DEBUGGING_INFO
    /* The DWARF 2 backend tries to reduce debugging bloat by not emitting

From the comment, it sounds like this code should be dealing with this
problem.  If this function isn't being called, then that's a front-end
bug -- but probably one that can be easily fixed.
