OK, I found Zack's description in the gcc-patches archives.  The file is
clean, although Zack's patch contains an extraneous semicolon in the
html command to use:

+&lt;html xmlns="http://www.w3.org/1999/xhtml"; xml:lang="en" lang="en"&gt;
                                              ^ here
