There is a book that's now out of print called "The Annotated ANSI C
Standard" that contains the text of the spec.  As long as you stay on
the pages that quote the spec and not the authors "value add" comments,
you'll be OK.  This was a moderately popular college text, so it can
sometimes be found at various online or campus used book stores.
