I have succeeded building gcc-3.1 on the Alpha EV56.
Detailed information is attached:

tar xzvf gcc-3.1.tar.gz
mkdir build-gcc
cd build-gcc
../gcc-3.1/configure (options same as above)
make bootstrap
su
make install
