I believe it's an oversight. However, it's rather academic at the
moment since the hppa64-linux port is only used to build 64-bit
kernels. Certain PA gear requires a 64-bit kernel to allow the
system to use the PDC, etc. There isn't a 64-bit userspace yet.

Poring through config.gcc, I notice:
hppa*64*-*-linux* | parisc*64*-*-linux*)
...
tmake_file=pa/t-linux64
...
hppa*-*-linux* | parisc*-*-linux*)
...
tmake_file="t-slibgcc-elf-ver t-linux pa/t-linux"
Now, is it really deliberate that hppa64-linux *doesn't* use
the files t-slibgcc-elf-ver and t-linux? (This is one of only
two linux targets which doesn't.)
