Currently mudflap files on the tree-ssa-branch have this header:

What should be done with the license?  IMO this should be solved
before the merge...

It should be the same as libgcc.  I think we just need to cut-and-paste
the standard libgcc copyright.

Sure, I'll commit a copy of the libgcc blurb.
I was initially holding off, in case there appears
political pressure to choose a different license.
