No.  The bug report is from before the autotools upgrade.  The issue
comes from the switch to use C++ as a bootstrap compiler.  I'd guess
r148889,

    ./:
        * configure.ac: Add --enable-build-with-cxx.  When set, add c++ to
        boot_languages.  [...]
