What's responsible for doing this? There's no logic in configure.ac to
do it automatically, there's nothing special in gcc_release, and I don't
see any explicit reminders in releasing.html (which makes me think that
it's automatic, else we'd be reminding the RM).

It's in branching.html. Of course making more of this (and
releasing.html) automated, e.g. with markers in various files of where to
change and scripts to change them, would be a good idea, as otherwise
steps are liable to get missed (e.g. the 3.3.2 release tag isn't mentioned
in cvs.html). (branching.html is still out of date with regard to
snapshots from multiple branches.)
