I've noticed that gccbug and gcov don't have their program names
prefixed with the cross prefix.

Is this considered 'right'?

In particular, i note that gccbug encodes defaults such as gcc
version, host, build, and target, which may (or almost certainly are)
different for differently targetted copies of gcc.  (I didn't really
check gcov carefully.)

(It might also cause problems about which version the user might
think they're getting.)
