That should be impossible; coretypes.h unconditionally defines GTY,
and cse.c includes coretypes.h before rtl.h:
#include "config.h"
/* stdio.h must precede rtl.h for FFS. */
#include "system.h"
#include "coretypes.h"
#include "tm.h"
#include "rtl.h"
Have you got a sticky tag or something?
