     Just follow the normal installation instructions for building 
     cross-compilers.  I've used this with cygwin B19.1 for almost a year 
     now (targetting m68k-wrs-vxworks5.3).
     
     Perhaps take a look at:
     
     http://linux.sparta.com/VxWorks/
     
     The instructions are for Linux, but the same thing should work just 
     fine for cygwin (just watch out for the dreaded DOS CR-LF mess).
     
     Alternately, if you have a DOS box handy, put Linux or FreeBSD on it, 
     shove it under the table, and save yourself the Win32 grief...
