I certainly won't dispute that presentation/navigation can be improved, but this is volunteer project, and my personal order of preferences for the web site is (roughly) the following: 1. availability (Do the site and updates work at all?) 2. correctness (of information provided) 3. accessibility and basic usability (Is the site useable for all users, including the handicapped and users with non-mainstream systems?
