when i try accessing french mirrors of gcc i get a login/password
dialog box.

We (the GCC maintainers) do not know. Some of our mirrors only seem to
allow hosts from their country and verify this by means of domain names
or IP addresses, but this beyond our capabilities to check, and we only
provide links.
Please try to contact the administrators of these mirrors.
