clock(), cpu_time(), and their relatives aren't working for me in cygwin32.  I
verified today that the Whetstone C program at www.amd-embedded.com/whet.htm,
compiled with -DNT, works under win95/cygwin32.  It uses the WinAPI
QueryPerformance[] calls, so it appears to be a satisfactory demonstration of
how these work in C.  It looks like a better match to system_clock() than to
cpu_time().  I'll do some experimenting along those lines, and I'll look up
the f90 direct interfaces to WinAPI and see if I can get the PSRV translation
to g77.
