install-info --info-dir is used by gcc/Makefile.in and
gcc/f/Make-lang.in, but the directory texinfo/util is not built and
install-info is called without an appropriate path prefix.
This fails, if an older installed install-info doesn´t understand the
--info-dir option.

Perhaps the Fortran one could use attention in line with the example
in the coding standards.
