Add `-DFFEPROJ_STRTOUL=0' to CFLAGS -- see gcc/f/INSTALL.  This could
be eliminated either by linking libiberty (I think) and/or using
autoconf in the `f' directory again, but I haven't had time to look
into the current build mechanism as I should.
