[binutils-gdb] Allow 'interrupt -a' in all-stop mode

    Allow 'interrupt -a' in all-stop mode
    
    PR gdb/17160 points out that "interrupt -a" errors in all-stop mode,
    but there's no good reason for this.  This patch removes the error.
