    [gdb/testsuite] Factor out with_PIE_multilib_flags_filtered
    
    Factor out new procs with_PIE_multilib_flags_filtered and
    with_multilib_flags_filtered from proc gdb_compile_shlib.
    
    Tested on x86_64-linux.
