[binutils-gdb] Clean up gmp-utils.h includes

    Clean up gmp-utils.h includes
    
    gmp-utils.h includes "defs.h", but normally the rule in gdb is that
    the .c files include this first.  This patch changes this code to
    match the rest of gdb.
