    {gdb,gdbserver}/Makefile.in: remove unnecessary intermediary variables
    
    Remove `INTERNAL_CFLAGS_BASE` and `INTERNAL_WARN_CFLAGS`, inline their
    contents in `INTERNAL_CFLAGS`.  Not functional changes expected.
