[RFC 32/32] minor cleanups to update_current_target

During the conversion I kept all the "do not inherit" comments in
update_current_target.  However, now they are not needed.  This patch
updates the comments for INHERIT and de_fault, and removes the
somewhat odd INHERIT of to_stratum.
