It refactors breakpoint and breakpoint_len into breakpoint_from_pc to prepare the case where we have multiple types of breakpoints. breakpoint_from_pc returns the breakpoint for this PC as a string of bytes, the length of the breakpoint and ajusts the PC to the real memory location in case a flag was present in the PC.
