The gnulib import definitely is the commit that caused the breakage.

Interestingly,

gdb/btrace.c uses

#include <inttypes.h>

while

gdb/common/buffer.c uses

#include "inttypes.h"

Also, I'm sorry if my earlier comments came across poorly.
