GDB 11.1 release prep update (2021-07-24)

Hello everyone,

Here is an update of where things stand, regarding the 11.1 release.

The good news is that we've made progress (including progress with
fixes that were not tracked here). The bad news is that some items
are simply not showing any visible sign of progress or even activity.
Let's see how it goes for this week; if necessary, I might start
suggesting alternative options next week (sounds ominous, but one
of those options will be to continue waiting)...

        I know that the state of GDB on MacOS is very poor at the moment,

        think this PR should block the release, though. This is not new,
        and I'm not sure whether we can expect for us to converge without
        too much delay. There are good signs, though, with regular
        activity on the PR, lately. So let's see how it goes...

The doc update has been approved.  I pushed the fix to gdb-11-branch (with ChangeLog)
and master (without ChangeLog).

There is for sure a remaining question:
  which option layout should be considered as the "canonical" one 
  and so used both in the manual and in the --help output ?

As a reminder of the discussion:
  * The current gdb --help  output favours mostly  --option=VALUE description
  * The current user manual has a mix, mostly -option VALUE
    (and some are using both conventions such as -interpreter VALUE description
     using --interpreter=mi3 in the explanation text).
  * Eli preference is to use --option=VALUE
  * Pedro preference is to use -option VALUE

The patch currently uses --option=VALUE.
