Ok. If you are on Linux, it shouldn't be too hard. For example, I use
these packages (on two different machines):
https://aur.archlinux.org/packages/mingw-w64-gcc/
https://packages.ubuntu.com/en/bionic/gcc-mingw-w64
and configure with --host=x86_64-w64-mingw32. I think that's all.
